BPO - On September 26, the supervisory delegation of the Economic and Budgetary Committee of the Provincial People's Council of Binh Phuoc, led by Huynh Huu Thiet, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, Head of the delegation, conducted a survey at the Becamex Binh Phuoc Infrastructure Development Joint Stock Company on the implementation status, challenges, and outstanding issues at the Becamex Binh Phuoc Industrial and Residential Complex. At the same time, the delegation worked with the Provincial Economic Zone Management Board on the implementation of planning, investment in technical infrastructure construction, and the activities of industrial zones and clusters in the province.

According to the report of the Becamex Binh Phuoc Infrastructure Development Joint Stock Company, the total land area to be recovered for the implementation of the Becamex Binh Phuoc Industrial and Residential Complex is 3,633 hectares, of which 3,458 hectares have been announced for recovery, and the compensation plan for 2,195 hectares has been approved, with compensation and support for 1,875 hectares.

According to the enterprise representative, the People's Committee of Chon Thanh town did not approve the land support policy as stipulated in Decision No. 886/QD-UBND of the Provincial People's Committee of Binh Phuoc, leading to disruptions in land clearance work and the inability to proceed with compensation payments. Currently, there are over 700 hectares of land within the project area that have been surveyed, and residents who wish to receive compensation have not had their compensation plans approved. In addition, challenges in land procedures have prevented some investors in the industrial zone from commencing construction. The shortage of skilled labor and the lack of supporting services such as hotels, dining, and shopping are difficulties that businesses urgently need the support and resolution from the provincial authorities.



Regarding the state management of investment planning and technical infrastructure construction in industrial zones across the province, as of the current date, Binh Phuoc province has been planned by the Prime Minister for 15 industrial zones covering a total area of 6,834 hectares. Among these, 13 industrial zones are located outside the Hoa Lu Border Economic Zone, covering an area of 6,061 hectares. The decision on the investment orientation has been essentially completed, with infrastructure construction finished for 12 out of 14 industrial zones. As of July 31, 2023, these industrial zones have attracted 386 secondary investors, leasing a total land area of 1,431 hectares. Nine industrial zones have an occupancy rate of 80% or higher.

Based on the feedback from the delegation members, on behalf of the monitoring delegation, Vice Chairman of the Provincial People's Council - Mr. Huynh Huu Thiet proposed that the Provincial Economic Zone Management Board continue to review the concerns of secondary investors, especially the difficulties and challenges in the management and planning processes. He emphasized the need for close coordination with relevant authorities to promptly propose solutions to improve infrastructure investment in industrial zones. Thereby, the aim is to create favorable conditions for investors and businesses operating in the province.
